Abstract Online questionnaires are an established survey method due to their genuine advantages. Unfortunately, there are still some unsolved problems concerning generalization when using online surveys. Sampling the general population is difficult because of constraints in coverage and problems of identifying valid users for inclusion in the sampling process. The opportunity to use the internet as an instrument to trigger personal response has lead to a massive problem known as spam. Internet users cope with the increasing demands by ignoring advertisements and emails with unknown sender. To overcome these problems while maintaining the advantages of online questionnaires conventional methods to contact people may be utilized. Using the Häder-Gabler method a set of random telephone numbers was generated. Short interviews were accomplished with the selected group of people. Persons were asked to confirm whether they are using the internet or not. At the end of the interview the persons were invited to participate in further online surveys and to provide their email address. This procedure was conducted in 2000 and in 2004. According to the taxonomy provided by Couper (2000) the first study was a CATI-prerecruited panel of full population, the second one was a CATI-prerecruited panel of full population in a specific region. The paper focuses on the contrast between the two samples. Systematic and unsystematic non-response effects are investigated. Salience caused by the regional topic is assumed to reduce drop out rates. On the other hand people are less willing to provide their email address than in 2000. Furthermore, the relations between the stages in the recruting process of the two samples are reported. The discussion closes with the bias arising from the recruiting stages.
